The Governing Board of the Florence Unified School District believes it is the right of every student to be educated in a positive, safe, caring, and respectful learning environment. The Governing Board further believes a school environment that is inclusive of these traits maximizes student achievement, fosters student personal growth, and helps a student build a sense of community that promotes positive participation as citizens in society.

What is Bullying?

At first glance, this seems like a simple question, but bullying is not so simply defined. Peer Conflict is a normal part of growing up, and learning to cope with normal peer conflict in an appropriate manner is an important part of child development. But where is the line? At what point does a shove in the hallway, a mean-spirited comment or a practical joke cross the line between "normal" and bullying?

The difference can be summed up in terms of intent and frequency.

Equal power of friends	Imbalance of power; not friends
Happens occasionally	Repeated negative actions
Generally not serious	Purposeful, serious, with threat of physical or emotional harm
Equal emotional reaction	Strong emotional reaction from victim; little or no emotional reaction from bully
Not seeking power or attention	Seeking power, control, or material things
Generally not trying to get something	May attempt to gain material things or power
Remorse – will take responsibility	No remorse; blames victim
